§ 54-61. Definitions.

The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Bargaining agent means the exclusive representative of the firefighters.

City, for the purposes of collective bargaining under the provisions of this division, means the person representing the common council and board of public works and safety in the bargaining process.

Deficit financing, with respect to a budget year, means expenditures in excess of moneys legally available to the corporate authorities from the general tax fund, excluding riverboat funds, Boyd Development funds, and tax increment financing.

Firefighter means a permanent member of the fire department, except the chief and deputy chief.

Work stoppage means a strike.
